1、How many websites can I submit for ICP Filing at one time?

Business Account:

Under the same entity, a maximum of 3 websites that have not yet undergone ICP Filing can be submitted within one review period (there is no limit on the number of websites for access-type ICP Filing within the same review period). Each website is only allowed to fill in one domain name (For access-type filings, please fill in all domain names corresponding to the ICP Filing number). In Hunan region, only 1 website can be submitted at one time. For other ICP Filing restrictions, please refer to: (/docs/beian1/problem/problem8)

Personal Account:

By default, the rules are the same as for business accounts. In special cases, the audit result will prevail.

2、How to obtain domain name certificate?

For a domain name that has been successfully registered, the domain name certificate can be downloaded from the website of the mainland China domain name registrar.

3、What is Pre-Approval?

Pre-approval refers to the registration of some special website contents at the relevant departments during the ICP Filing. The ICP Filing number can only be obtained after obtaining the approval of the relevant departments. Currently, websites involving pre-approval include: news, publishing, medication and medical devices, culture, radio and film TV programs, internet finance, off-campus training (high school and below), online cars, religion, etc. When applying for ICP Filing, the relevant department approval documents should also be submitted to the provincial communications administration where the host is located.

4、Can I apply for ICP Filing without purchasing UCloud Global server?

Currently, ICP Filing refers to the need for the domain name to point to a server in mainland China to access, and the ICP Filing application needs to be submitted at the access provider. Therefore, you can only submit your ICP Filing application through UCloud Global only after purchasing UCloud Global mainland China cloud products.

According to Article 3 of the “Internet Information Service Management Measures”, commercial internet information services refer to activities that provide information or webpage creation services to internet users for a charge through the internet. Non-commercial internet information services refer to services that provide information with openness and sharing to internet users for free via the internet. The State implements a licensing system for commercial internet information services and a filing system for non-commercial internet information services.

6、Do websites that have obtained the ICP Filing number need to be accessible?

Websites that have undergone ICP Filing need to be accessible, with copyright ownership and ICP Filing number indicated at the bottom of the website. And the ICP Filing number needs to be linked to the Ministry of Industry and Information Technology website, which is: https://beian.miit.gov.cn.

9、Do websites that have obtained the ICP Filing number from other access providers need to carry out access-type ICP Filing?

If your website is already successfully filed through other access providers, and now resolved to our server for use. You need to submit an access ICP Filing application at our platform to add your ICP Filing to our platform.

Operating Process: Login to our ICP Filing system, click start ICP Filing, follow the prompts to fill in ICP Filing information for review. The process is the same as the initial ICP Filing and adding website/APP process.

10、The website has already filed under Entity A, can it be directly changed to Entity B?

According to the actual situation, you can contact your technical support to communicate and confirm whether it is possible to carry out non-standard migration operation.

Due to differing requirements from provincial administrations, some administrations do not allow non-standard migration operations, but only permit cancellation of the original ICP Filing and then re-application for ICP Filing. For example: Jiangxi, Beijing, etc.

11、My entity information has been updated in the Bureau of Industry and Commerce, does the ICP Filing need to be changed as well?

If the company name, registration number, legal person, certificate address, etc. have been updated in the Bureau of Industry and Commerce, the ICP Filing also needs to be changed accordingly. If your ICP Filing information is in our platform, you can login to our ICP Filing system and find the entity you want to change in the filed list to do the corresponding change operation. The process of changing ICP Filing is the same as that of new ICP Filing, requiring submission to the administration for review. The change does not affect the use of the website during this period.

13、The website name does not match the actual website name, how to rectify

1. The filed website name, homepage display name, and web page tab title name should in principle be consistent.
2. For SEO, multiple keywords can be added to the webpage tab title name, but it must include the full ICP Filed website name.
3. The homepage display name must fully include the filed website name.
4. If the domain name is redirected to another website of this entity, the three names need to be corrected to be consistent.
5. If one of the three has been named according to specification, it should be taken as the benchmark, and other places are changed; If all three are not up to specification, all three need to be rectified.
6. If changing the ICP Filed website name, please submit a change website/APP or change ICP Filing in the ICP Filing system.
7. If your website only uses a secondary domain name from our company or only uses an interface form, please stop the resolution of the www-formatted homepage address and the main domain name.
8. If the www-formatted homepage address and main domain name are used with other access providers, they should also be changed to be consistent.
