Detailed Guide on Filing Procedure
I. Login to the Filing System
Please purchase the UCloud Global Mainland China server and Elastic IP (EIP), and use the account of the purchased server to log in to the UCloud Global filing system.
II. Verify Filing Type

Fill in the verification information.

If the account’s real-name information doesn’t match the filing entity, authorization is required. Personal real-name registration only allows the individual to file.

There are three types of verification results:

First-time filing
Indicates that the filing entity’s name, document number, and domain name (or APP) have never been filed before. -
Add new website/app
Indicates that the filing entity has filed before and has obtained a main filing number, and now needs to add a new domain name (or APP) to the filing under this entity. -
Access filing
Indicates that the domain name (or APP) has been filed with other service providers, and now, due to the use of the UCloud Global Mainland China server, the domain name that has been filed must be moved to UCloud Global.
III. Fill in the Filing Information
- Fill in the Main Entity Information
Fill in the information of the filing entity and the person responsible for the entity.
- Fill in Website/APP Information
Fill in the information of the website/APP to be filed and the person in charge of ICP.
- Fill in Access Information
Fill in the Mainland China IP address applied for on UCloud Global, the region where the corresponding cloud host is located, and the access method.
- Upload Picture Information
Upload required images such as entity documents, responsible person’s ID, authorization letters, commitment letters, etc.
- Collect Portrait and Submit for Review
Scan the QR code with WeChat to enter the portrait collection page, collect the portrait as required and submit for review.
IV. Submit to Access Provider for Review
The provider will review your information within one business day after receiving your application, and the result will be notified to the website manager via email.
V. SMS Verification
After the access provider submits the application, according to different filing types, the bureau system automatically sends an SMS verification code to the person responsible for the main body or the person responsible for ICP for a verification. If the verification passes, it proceeds to bureau review stage, and if it fails, the case is sent back to the access provider. VI. Bureau Review

The review time varies from province to province, generally between 3 to 20 working days. As the bureau’s review time is constantly changing, if you wish to know the recent review time for your province’s bureau after submitting the information, you can contact our company’s filing consultation.

The result of the review will be sent to the person responsible for the main body in the form of an SMS and an email.

If the filing fails, you need to modify the filing information according to the reasons for the return, and then resubmit the filing information after modification.
VII. Filing Successful
Upon successful filing, the person who is responsible for the main entity will receive the approved filing number from the Ministry of Industry and Information Technology on his/her mobile phone and email. Once the website is opened, please correctly hang the filing number at the center of the website footer, and hyperlink the filing number to the Ministry of Industry and Information Technology website (https://beian.miit.gov.cn), for public inquiry and verification.
