Why ICP Filing is Needed
According to Article 4 of the Regulation on Internet Information Service Management issued by the Ministry of Industry and Information Technology (MIIT), China implements a licensing system for commercial Internet information services and a filing system for non-commercial Internet information services. It forbids the conduct of Internet information services without a license or without completing the filing procedures. In other words, before a website completes its filing, it cannot point to servers on the mainland of China to open access.
According to Article 19 of the Regulation on the Management of the Filing of Non-Commercial Internet Information Services issued by MIIT, Internet access service providers shall record the filing information of the non-commercial Internet information service providers that they have accessed. That is, the domain name resolved on our company’s mainland China cloud products must have corresponding domain name’s filing information in our company’s filing system.
After successful filing, your domain name can point to the servers of the Internet Service Provider to open access. MIIT’s public inquiry portal for website filing: https://beian.miit.gov.cn .
Risks of Not Filing or Accessing
- If your website domain name has not filed or not accessed the filing to our company, the domain name resolved on our mainland China servers will be intercepted by our company and redirected to a fixed prompt page, reminding you to complete the filing as soon as possible.
- If the domain name has been filed with other service providers, please process the access filing procedure at our company as soon as possible (Filing type: Access Filing). Not accessing filing can affect your website’s normal access. Access filing will not affect the filing with other service providers. After the access filing order is submitted, the website can restore normal access and will not be intercepted.
Public Security Filing
According to the Administration Measures for the Security Protection of the International Networking of Computer Information Networks, after the successful filing with MIIT, the website must submit a public security filing application within 30 days from the date of the website’s opening on the National Public Security Organ Internet Security Management Service Platform.
