Notice on the standardization of Internet information service domain names

Notice on Regulating the Use of Domain Names for Internet Information Services

Dear UCloud Global user:
Hello!
UCloud Global has received the Notice on Regulating the Use of Domain Names for Internet Information Services from the Ministry of Industry and Information Technology, in order to implement the “People’s Republic of China Counter-Terrorism Law”, “People’s Republic of China Cybersecurity Law”, “Internet Information Service Management Measures”, “Internet Domain Name Management Measures”, and other laws, regulations, and rules, and to further regulate the use of domain names for Internet information services. The following is the notice on relevant matters:
First, the domain name used by the Internet information service provider for Internet information services should be legally and regularly registered.
(1) If the Internet information service is carried out by an individual, the registrar of the domain should be the provider of the Internet information service.
(2) If the Internet information service is conducted by an institution, the registrar of the domain name should be the institution (including company shareholders), the main person in charge of the institution, or the senior management staff.
Second, Internet access service providers should verify the identity of Internet information service providers according to the “People’s Republic of China Counter-Terrorism Law” and “People’s Republic of China Cybersecurity Law”. If the Internet information service provider does not provide real identity information, the Internet access service provider should not provide services to it.
Third, domain name registration management agencies and domain name registration service agencies should build corresponding information management systems according to the “Internet Domain Name Management Measures” and requirements from the telecommunications regulatory department, connect with the “Ministry of Industry and Information Technology ICP/IP Address/Domain Name Information Filing Management System” (hereinafter referred to as the filing system), and submit relevant domain name registration information.
Fourth, domain name registration management agencies and domain name registration service agencies should further strengthen domain name real identity information registration management. They should not provide resolution services for those domain names that do not provide real identity information.
Fifth, when an Internet access service provider provides access services for an Internet information service provider, it should verify the real identity information of the domain name registrant through the filing system. If the real identity information is not provided, or the identity information provided is inaccurate or incomplete, the Internet access service provider should not provide access services to it. This does not apply to domain names that have been filed in the filing system before the implementation of this notice.
Internet access service providers should regularly check the status of the domain names used by Internet information service providers through the filing system. For situations where the domain name does not exist, the domain name has expired and the real identity information has not been provided, the Internet access service provider should stop providing access services to them.
Sixth, the telecommunications regulatory department should supervise Internet access service providers, domain name registration management agencies, and domain name registration service agencies to carry out business according to the above requirements, legally deal with various illegal and irregular behaviors, include the handling result in the enterprise credit management record, and disclose it to the public.
Seventh, this notice shall be implemented from January 1, 2018.
