Website Public Security Filing Process Guide

Operational Scenario

After your website filing application has been reviewed and approved by the administration and you have obtained the ICP filing number, you must complete public security filing within 30 days after the website goes live. If your website involves commercial operations, you also need to apply for a commercial website filing license. This document guides you on how to complete public security filing within 30 days after the website goes live.

Note:

We recommend that you use mainstream browsers such as Edge, Chrome 80+, FireFox 86+, 360 Extreme Mode, etc., to browse the National Public Security Agency’s Internet Site Security Management Service Platform.

  1. Find and download the Website Filing Guide at the National Public Security Agency’s Internet Site Security Management Service Platform. As shown below:
  1. Read and understand the public security filing operation process and prepare the information required for the public security filing application.

Points to Note

After the public security filing is approved, you need to log in to the National Public Security Agency’s Internet Site Security Management Service Platform within 30 days, in the details of your filed website, copy the website public security filing number, download the filing number icon, copy the filing number HTML code, and edit your webpage source code.

Procedure

Registration and Login

  1. On the National Public Security Agency’s Internet Site Security Management Service Platform, click User Login.
  1. After entering the Login page, click Register Account. If you already have an account on the National Internet Security Management Service Platform, you can log in directly.

Note: If you already have an account on the Internet Site Security Service Platform, please skip this step and log in directly.

  1. Fill in the information according to the page prompts, click Next Step to complete the account registration on the Internet Site Security Service Platform.
  1. Go back to the Login page, enter your registered account, password, and verification code, then click Login.

Fill in the Sponsor Subject Information

  1. Click on Apply for Subject in the pop-up Hint window or after logging into the Application Subject page. As shown below:

Note: If the system does not automatically prompt, please click on the Homepage tab to prompt Apply for Subject.

  1. On the Sponsor Subject Management page, fill in the relevant information of the sponsor subject according to actual needs.

  1. Follow the prompts on the page to operate step by step. If the sponsor subject nature is individual, fill in the person in charge information as required. If the sponsor subject nature is unit, fill in the host unit information and person in charge information as required.

  2. After filling in the subject information according to the requirements, click Submit for Review. A pop-up window will appear for new Website Application, Add APP, etc. Please choose the filing type according to the filing requirements. The following selection is New Website Application.

Note: When clicking Submit for Review, you must ensure that the information is accurate and complete, otherwise do not click to submit the review application.

Fill in the New Website Information Application

  1. After filling in the subject information, click New Website Application to enter the new website application page and fill in the person in charge information as required. As shown below:
  1. Confirm that the website sponsor subject information is correct, then click Next Step.
  1. Follow the prompts on the website information page to fill in the basic website information and click Next Step.
Major ParametersDetailed Information
Website InformationWebsite Name: Should be consistent with the ICP filing website name.
Website Launch Date: Date when the first filing is approved. You can enter the domain name, unit name or filing number keyword on the Ministry of Industry and Information Technology Website page, and click search to query the approval time.
Domain Name Certificate: Obtain the UCloud Global domain name certificate: Log in to the console—Domain Service—Domain Management List—[Details]—Certificate Download, for other service providers, please go to the service provider’s domain management background to get it.
Secondary Domain Name: Other domain names that can access this website.
IP: Fill in the IP address of your filing cloud server.
Domain Name Registration Service Provider Information (Please fill in this if the domain name was purchased from our company. For other, please consult the corresponding service provider)Jurisdiction of Domain Name Provider: Domestic

If your “Sponsor Subject Nature” is “Individual”: Please select as per actual conditions.
If your “Sponsor Subject Nature” is “Unit”: Please select as per actual conditions.
Internet Dangerous Goods Information ReleasePlease select according to the scope of the website. When choosing Internet dangerous goods information releases and pre-approval contents in the website content, corresponding qualification proof files must be uploaded for verification.
Relevant Pre-approvalIf your “Sponsor Subject Nature” is “Unit” and there are pre-approval projects, please fill in truthfully.
Website LanguagePlease fill in truthfully according to actual conditions.
  1. Follow the page prompts to fill in the website person in charge information, then click Next Step. If your “Sponsor Subject Nature” is “Individual”, you can directly select the same as the person in charge and it will automatically fill in. If your “Sponsor Subject Nature” is “Unit”, please fill in the relevant contact information according to actual conditions.

Fill in the New APP Information Application

  1. Click on Add APP. If the subject information has been filled in, the system will automatically pull the existing subject person in charge information. If the person in charge information has not been filled in, you need to fill it in again.
  1. After completing the subject information fill out, enter the Add APP application page, fill in the APP Information as required. As shown below:
  1. After filling out the APP Information, click Next Step to go to the submit review page. Click submit, the local public security will conduct an APP information review.

Agree to the Responsibility Letter and Submit for Review

Read the “Internet Information Service Unit Network Security Responsibility Notification”, tick I have read the above notification items, guarantee that the submitted content is true and valid, and promise to fulfill the above network security obligations. Click Submit.

Public Security Filing Number Inquiry Operation

  1. After the public security filing is successful, please log in to the Public Security Filing Number Query System, and input the relevant information of the website or APP for which the public security filing number needs to be queried, according to the following figure.
  1. To query the public security website filing as an example, enter the website domain name that needs to be queried in the ‘Website Domain Name’ field and click Query, as shown below:

Please read the relevant policies and regulations on the National Public Security Agency’s Internet Site Security Management Service Platform.


Website Violation Information Disposal Mechanism

According to the regulations of the network supervision department, illegal information on the website must be deleted. If your website, which is resolved to UCloud Global‘s cloud server, contains illegal information, UCloud Global staff will notify you immediately to delete the illegal information. If you do not respond, UCloud Global will cancel your website access.

Article 12 of the “Administrative Measures for the Security Protection of Computer Information Network International Networking” (Order No. 33 of the Ministry of Public Security): Network units, access units, legal persons and other organizations that use computer information network international networking (including units that network across provinces, autonomous regions, and municipalities directly under the Central Government and their branches) should register within 30 days from the date when the network formally connects to the Internet, go to the acceptance agency designated by the People’s Public Security Bureau of the province, autonomous region, or municipality directly under the Central Government where they are located to complete the filing procedures.
