SMS Verification Guide

”The Notice on Piloting SMS Verification Work in the ‘Ministry of Industry and Information Technology ICP/IP Address/Domain Information Filing Management System’” (Gong Xin Guan Han [2017] 2322),
“The Notice on Expanding the Scope of SMS Verification Piloting in the ‘Ministry of Industry and Information Technology ICP/IP Address/Domain Information Filing Management System’” (Gong Xin Guan Han [2018] 1590)
, after submitting the filing application on the filing platform, a pilot province must complete the SMS verification before the filing application can enter the bureau audit stage.

Starting from August 17, 2020, all provinces in the country must complete SMS verification before the filing application can enter the bureau audit stage.

Verification code valid duration

After the status of your order becomes the bureau audit or received the notification email that the filing information has been submitted to the bureau, you can receive the verification SMS issued by the Ministry of Industry and Information Technology for the first time in about 5-10 minutes. The Ministry of Industry and Information Technology system will reissue the verification SMS about 12 hours after the order is submitted. If you still have not received the verification SMS, you can also directly visit the Ministry of Industry and Information Technology website to manually resend the verification SMS (please do not resend multiple times, otherwise it will cause the filing to be returned).

The verification code is valid within 24 hours. You need to visit the Ministry of Industry and Information Technology website for verification within 24 hours after receiving the SMS. After the verification is successful, your filing information will be forwarded to the bureau for manual review. If you have not completed the verification or the verification failed within 24 hours, the filing information will be automatically returned to the access provider. You need to resubmit the filing application and re-enter the SMS verification process.

Starting Time Of Verification Service

  1. From December 18, 2017, Tianjin, Gansu, Tibet, Ningxia, Hainan, Xinjiang, Qinghai have been listed as pilot provinces.

  2. From September 10, 2018, Zhejiang, Sichuan, Fujian, Shaanxi, Chongqing, Guangxi, Yunnan have been listed as pilot provinces.

  3. From September 24, 2018, Shandong, Henan, Anhui, Hunan, Shanxi, Heilongjiang, Inner Mongolia, Hubei have been listed as pilot provinces.

  4. From August 16, 2020, non-pilot provinces (namely, all provinces have implemented SMS verification)

How To Perform SMS Verification

  1. The SMS template you will receive is as follows:

Click “Verification Link in SMS” or access the ICP/IP Address/Domain Name Information Filing Management System on your computer, click on the “SMS Verification” title bar, select the “SMS Verification” module, enter “Received Verification code”, “Person in charge’s phone number”, “Last 6 digits of the Person in charge’s ID card number”, and click submit.
  • If the information you filled in is accurate, the system indicates that the verification is completed. If there are other phone numbers that need to be verified in your filing order, please continue to complete.
  • If the information you entered is wrong, or the three pieces of information (verification code, phone number, ID card number) entered do not match, the system cannot find the corresponding order. The system prompts “No records can be found in this verification library”.
  • If the information is entered incorrectly more than 5 times, the system prompts SMS verification failure. Your filing application information will be returned by the Ministry of Industry and Information Technology system, please fill in carefully.

Not Receiving SMS Verification Code, How To Handle?

If you haven’t received the SMS verification code within 5-10 minutes after receiving the notification of the service provider’s submission to the bureau or the order status becomes bureau audit, please check:

  1. Whether your mobile phone network signal is normal.

  2. Have you set up SMS blocking or installed junk SMS blocking software?

  3. If there is no above situation, you can refer to the following solutions:

  • Solution 2: If you haven’t verified the SMS immediately after it was sent, the Ministry of Industry and Information Technology system will re-send the SMS verification code to the user 12 hours after the order is submitted.
